SaddleBrooke Two HOA news, July 2025: clean audit, golf profit, goats
Blaine Bond’s digest of HOA Two’s July 2025 newsletter: what the board and staff decided, in plain words, with the source linked at the end. Not the association’s own text.
The short version
What changed in July 2025
- The 2024 audit is done with a clean management letter from the auditor, and the HOA now runs its own reserve study, saving about $40,000 a year.
- Through May 2025 the HOA earned $1,139,334 before depreciation, about five times the budget, with golf showing a $324,789 profit instead of the planned loss.
- MountainView logged 42,000 rounds in its first full year after the 2023 renovation.
- Projects under way: road sealing, the Preserve pool and clubhouse exterior, golf course work, and new floors, paint and restrooms at the MountainView Clubhouse.
- Sellers take note: on every sale the ALC inspects A/C screening, tree trimming, house numbers and the front-yard focal tree.
- The Board is testing goat grazing on about 200 acres of common area on Levels 4 and 5.
What it means for buyers
SaddleBrooke Two’s books look healthy, with assessments up 4.5 % and amenities covering themselves so far in 2025. The 55+ rule is enforced strictly, so plan on at least one resident aged 55 or older. On a resale, ask the seller to clear the four ALC inspection items before escrow opens.

The details, item by item
| Projects under way (COO) | Roadway sealing; Preserve pool + clubhouse exterior renovation; golf course enhancements; MountainView Clubhouse flooring, paint and restrooms. Community-wide survey planned for fall 2025. |
|---|---|
| Reserve study in-house | Moved in-house in 2025, saving about $40,000; list now covers every asset over $5,000 with a life over three years. |
| 2024 audit | Completed, posted on sbhoa2.org; clean management letter from the auditor. |
| 55+ (HOPA) status | Federal rule allows up to 20 % of homes without a 55+ resident, but the HOA treats that as a narrow exception (grandfathered residents, caregivers, surviving spouses, Board-approved hardship cases); staying above the 80 % threshold is called critical. |
| Board changes | Meetings moved to afternoons, some in the ballroom; member comments heard before adjournment; single contact secretary@sbhoa2.org; monthly COO Coffees restarted. |
| Common areas, Levels 4 and 5 | About 200 acres; members objected to heavy-equipment clear-cutting; manual test in Unit 36 done; goat-grazing trial next (electric mesh fencing, herds move every few days). |
| Fitness pricing | Classes $8 (member charge or Unlimited Monthly Pass); SGT $10, not on the pass. |
| PCSO calls, May 2025 | 46 total; labeled: civil/disorderly/domestic 6, information 5, follow-up 2, 1 each 911 hang-up, agency assist, animal, found property, motorist assist, suicide attempt, unknown emergency, unwanted person (rest unlabeled; chart). |
| Golf volume | 42,000 rounds at MountainView in the first full year after the 2023 renovation; last that high in summer 2020 (48,000+). Annual passholders auto-enrolled in Troon Advantage. Folds of Honor: 8th event Aug 30; 2018–2024 raised $250,000 (50 scholarships). |
| ALC resale inspection | On an HOA Demand Request (ARS 33-1806.3(e)) the ALC checks four items: A/C condensers screened from street view (plants: 50 % cover at once, 100 % within 12 months); trees/shrubs trimmed to 8 ft at the lot line and 15 ft over the street, no weeds/dead plants/stumps; house numbers per National Fire Code; a focal tree or saguaro in every front yard (new tree at least 5 ft tall, 2 in trunk; permit for any tree planting). Villas: focal-tree rule being relaxed, not yet in the Guidelines (Feb 2025 version). |
| Financials, May 2025 YTD | Community Service Fees $3,372,301 (+4.5 % vs PY, +$10,201 vs budget); total assessments and other income $3,551,488; restaurants +$14,299 (PY −$39,635); golf +$324,789 (PY −$441,974; budget −$106,686); fitness −$14,718; theatre/lifestyle −$3,466; operating expenses $2,733,059; income before depreciation $1,139,334 (PY $284,009; budget $224,321). |
