SaddleBrooke Two HOA news, December 2025: water rates, 2025 upgrades

Blaine Bond’s digest of HOA Two’s December 2025 newsletter: what the board and staff decided, in plain words, with the source linked at the end. Not the association’s own text.

The short version

What changed in December 2025

  • A December 2 Water Town Hall at DVPAC covered proposed water rate increases of 28 to 36 percent affecting SaddleBrooke, The Preserve and Quail Creek, with the Arizona Residential Utility Consumer Office presenting.
  • The COO’s year in review lists a MountainView Clubhouse refresh finishing in January 2026, a resurfaced and solar-heated MountainView pool, a resurfaced Preserve pool and spa, and about 20 percent of streets sealed.
  • Through October the HOA earned $4,865,642 before amenities, the golf loss was $576,612 (under budget), and total cash was $12,252,139.
  • Golf sold 360 unlimited passes, nearly $70,000 over budget, and MountainView logged more than 4,300 rounds in October.
  • Patrol’s speed signs count about 2.3 million vehicle passes a month; speeding fines on the private roads are $100 or $200.
  • Pinal County permits for pools, casitas, solar and window changes must be obtained before the ALC permit.
What it means for buyers

The big unknown for 2026 household budgets is water: a 28-36 percent rate request is before regulators, so ask for a seller’s recent water bills. On the HOA side, 2025 was a heavy reinvestment year funded from reserves, dues rise only $70 in 2026, and golf is closing its deficit, all good signs for long-term value.
